FotoTagger is a free program for annotating whole images (in JPEG format) and their individual fragments. You can add easily hidden comments describing individual elements or parts of an image, right on top of the picture. Annotations can be hidden, so they don't spoil the original image. Each comment can have an arbitrary location and includes text with people's names, links to sites or other images, explanations, translation of captions, and more. You can also display comments in the form of "bubbles" to create comics from photos, create image macros (bears, Lolcats, etc.), publish them to blogs, create talking presentations from images.
FotoTagger allows you to quickly find not only the whole image, but also a fragment of it: a specific person or object, using text annotations. Using Flickr? Annotate photos in FotoTagger and upload them to. FotoTagger annotations are converted into editable Flickr comments. Download photos from Flickr, with Flickr comments transformed into editable FotoTagger annotations. Upload an entire folder of photos or just your favorite photos. Mass import from Flickr is also supported. Publish to Blogger.com and LiveJournal, share annotated images via email. Use the ability to export entire folders or favorite images to HTML to create a Web Gallery.
The Organizer feature gives you the ability to view and manage images (including, Exif and IPTC data) and create custom albums. In addition, FotoTagger contains plug-ins for Internet Explorer and Mozilla Firefox that allow you to capture images directly from your browser and arrange them into custom albums. Use the program both to annotate images and to browse folders and images.
FotoTagger offers basic functions for viewing images, including zoom in/out, rotate, and resize.
