Actually converts. But only JPG, no BMP. Moreover, the picture must already have the appropriate ico size, otherwise the conversion does not happen (at least during my test gave out an empty file). Regarding Yandex garbage - yes, offers to put a lot of things. But the installer honestly warns about this and if you do not agree with the license (decline twice), nothing Yandex does not put.
