Shell is a program for replacing the standard Windows desktop with a specialized one for the computer room. Users often run malicious programs (e.g. registry editor), change screen properties, video card. Accidentally (or intentionally) they may erase an icon from the desktop. More often than not, these actions make the computer inoperable and the administrator has to reinstall the system. All this is solved in the Shell program.
