SoftPerfect Connection Emulator is a WAN environment emulator for network application developers, system administrators and network engineers.

It simulates a network connection with low bandwidth, high latency and packet loss. You can use it to test how well an application performs on slow connections to ensure stable performance under real-world conditions. It runs on any PC running Windows XP or later, allowing you to selectively apply bandwidth limits, introduce random or fixed delays in data streams, and simulate packet loss to simulate a low-level link.

The SoftPerfect Connection Emulator is available as a trial version with no time limit, but the maximum simulation session is limited to 30 seconds. Purchasing a license will remove this limitation and allow you to run lengthy simulations.
