Biniware Run

Biniware Run is a free, portable program for quick access to all your favorite web sites, files and folders from one place. Just drag and drop a site, file or folder into the colored circle on your Desktop that will appear after you launch the program.

To make it more convenient, you can create categories and move, sort, import/export and customize the added shortcuts. To open the shortcut menu, just click on the red circle. It, by the way, can be placed anywhere on your computer screen.
