Is kernel32.lib there?

..I've been looking for a long time, now I'll probably be disappointed, or who knows, I was told a great piece of software, development environment, then what's up with the compiler... uh... very annoying...

Questions for the author. 1. Can MASM program run from command line? 2.If not, where can I find the easiest way to run it in Builder? I don't mean Builder5 and 6 book. I will be very grateful for help.
