If you need editing cheaper than Acrobat - look at Achitect. If you want search and markup - there is nothing better than Foxit Reader 4.3.1 (just don't use versions 5 and 6 - there is an error - words stick together when copying text to the buffer) is it good for you[:+1:]

Also this program has a module OCR and not bad recognize raster PDF in a vector (text) file, the Russian language for recognition can be downloaded from the program, can convert PDF to TIFF multi-page. And in the reverse direction JPG->PDF use FreemoreScantoPDF
