ArtIcons Pro ArtIcons is an excellent Windows icon utility. ArtIcons allows both professionals and amateurs to create and edit icon images and work with icon files and libraries.

It allows you to:

create and edit icons of different sizes with a palette of up to 16 million colors;
create and edit 32-bit icons with an 8-bit alpha channel;
draw with all kinds of graphic tools, including different kinds of fills; create a shadow in 32-bit icons in the style of Windows XP;
import icons from .ico, .ani, .cur, .wmf, .emf, .bmp, .jpg, and .png files;
export icons to .ico, .bmp, .jpg, and .png files;
extract icons from Windows .exe files, libraries, static and animated cursor files;
create icon libraries for more efficient storage; search for icons in folders and files and collect them into libraries;
remove identical icons from libraries; use Russian or English interface.
