Everything is much simpler. It is enough to have two operating systems on your computer. So from the other operating system you can do anything with the file, i.e. it is fully accessible. That is why I consider the program to be raw.

The file is blocked, but the block can be removed with Unlocker, ignoring the opinion of the Unlocker. I didn't experiment any further.
