Telegram ordered to pay a fine for refusing to cooperate with FSB

The Justice of the Peace Court of Meshchansky District of Moscow considered the case of failure to provide the keys to decode messages of Telegram users at the request of the FSB. As can be easily guessed, representatives of the messenger were found guilty. In addition, they were ordered to pay a fine of 800 thousand rubles, which will be sent to the budget of Moscow. It is reported that the company Telegram Messenger LLP, registered in London, was found guilty of an administrative offense under paragraph 2.1 of Article 13.31 of the Administrative Code of Russia (Failure by the organizer of information distribution in the "Internet" obligation to provide to the federal executive authority in the field of security the information necessary to decode the received, transmitted, delivered and (or) on the Internet. The fines imposed on legal entities range from 800 thousand to one million rubles. Thus, we can say that the representatives of the messenger "got off easy". On the other hand, talk of blocking the messenger in Russia has started again. Telegram Messenger LLP is given 10 days to appeal the court's decision. After this period, Roskomnadzor will give the company 15 days to comply with the requirements of the law. If the conditions are not met, Telegram will be blocked in our country. This may happen since November 2017. The creator of Telegram - Pavel Durov, has already commented on the situation on his VKontakte page. According to him, the requirements to provide decryption keys from messages in the messenger are not only technically unrealizable, but also contradict Article 23 of the Constitution of the Russian Federation, which reads as follows: "Everyone has the right to privacy of correspondence, telephone conversations, postal, telegraph and other communications." Durov also added: "The decision of the Meshchansky court can be appealed until the FSB lawsuit is considered by a judge familiar with Russia's basic law - its Constitution." At the same time, he invited lawyers to cooperate and promised to form a team with maximum experience in such cases within a few days.
